According to the Program for the Establishment of Guangzhou Municipal Leading Group for Comprehensive Optimization of Business Environment, GZASS, as the leader of Consultation and Promotion Group under Guangzhou Municipal Leading Group for Comprehensive Optimization of Business Environment and member of the Reform Coordination Group, is mainly dedicated to: establishing an advisory committee for optimization of business environment, conducting closer international academic exchanges and cooperation, and giving full play to the dedicated resources such as representatives of the people’s Congress, members of CPPCC, experts and scholars, market personnel, industrial associations, and intermediaries, to recommend plans for the optimization of business environment. “Study of Guangzhou’s Commitment to Comprehensively Optimizing the Business Environment by World Bank’s Standards for Assessment”, as a major special subject in 2020, is put on the top annual agenda of GZASS.
President Zhang Yueguo noted that GZASS involved mainly four focuses. The first is to establish the advisory committee for the optimization of business environment to collect relevant opinions and suggestions on the optimization of business environment and put forward the proposal on the improvement in the optimization of business environment. The second is to carry out special studies and provide suggestions. The third is to carry out international academic exchanges and seminars to build closer connection with the World Bank, with relevant seminars and trainings held. The fourth is to hold some important activities and conferences. Special studies make up important part, which really shows the great value of decision-making service and policy optimization. We are not committed to ordinary consultation, but deep engagement and practical promotion.
President Zhang directed that
1. We should make clear of the characteristics of business environment assessment by the World Bank. The first involves the coverage of the whole life cycle of enterprise, the second the sound scientific basis and completeness of evaluation system and the third the coexistence of rule of law-ruling and convenience. The rule of law represents the best business environment. After making clear of these characteristics, our studies become really targeted.
2. We should make clear of the rules of business environment assessment of the World Bank, mainly in three aspects. The first is to evaluate the actions of the governments of relevant countries, big or small, rich or poor. The second is to evaluate the perception of enterprises no matter how many reform measures have been put in place. The third is to adhere to the third-party standard irrespective of how many explanations and appeals you’ve make. The third party refers to the market subject and market intermediary, and finally the feedback from the private sector prevails. The three rules are what our studies focus on.
3. We should make clear of the content and requirements of the subject study. The first is the rules and methodology of the World Bank. As the rules and methods in each single indicator are also different, we must make clear of the rules and methodology of the World Bank. The second concerns the status quo and characteristics in Guangzhou. The so-called status quo is to what extent Guangzhou has achieved the 12 indicators. The so-called characteristics involves comparing what we’ve created, what are creative and local, and what have obvious short board. The third is the experience and practice of pioneer cities. Cities like Beijing and Shanghai boast much best practice, which merit our study and research. Besides, we must also learn from the practice in Hong Kong and Singapore that take the lead business environment in the world. The fourth concerns the demands and expectations of market subjects, which is very important and also our target. The fifth is our policies and measures for optimization.
4. We should make a profound change of concept and practice to build up our reform consciousness, professionalism and service ability. There are three aspects to be achieved. The first is to follow strictly the standards, which involves aligning strictly the indicator system, rules and methods for the evaluation of business environment of the World Bank. The second is to make an in-depth survey rather than divorcing ourselves from the masses and from reality and act blindly. This calls for deeper surveys and studies by comprehensive use of various forms such as field survey, questionnaires, sampling and interview. The third is careful demonstration instead of talks in general terms. The reform measures we put forward should be placed into a whole system for coordination consideration and comprehensive analysis and demonstration.
